The 40-year-old takes on the post just two months after being axed by Stockport County.
After taking on the role, Gannon said: "I'm delighted to be here as the new manager. It's a fantastic challenge and a fantastic opportunity and I look forward to working in the SPL.
"We've got our work cut out because we have to add players quickly, we've got to get them playing as a team and we've got to get them playing good football.
"We've already talked about five or six new signings. I have to see for myself what talent I have here at the club and what structure is in place.
"At the moment I'm already speaking to players and to agents and we're looking forward to making a few additions shortly."
